Mix together with a fork. It's very messy at first, but when isn't cooking messy?
You want the consistency to be like pancake mix, but not as wet. If you have a wet mess, add a touch more flower.
Pick up clumps of mixture and let them fall off from your fingers into boiling water (soup) and let them cook & rise to the top of the water. They rise to the top once they are done, and will continue to get larger as they sit in the water (regardless of boiling or not) you want them to be somewhat tough byt not gooey OR hard. Waiting to hear how my first batch turns out :)~
